The more likely idea, I think though is that it was a present from Mycroft. A sentimental tea set for queen and country. He figured this might be the one gift that Sherlock might actually use.  I don’t really see John buying something this fancy or frilly.Also, Sherlock tends to go purely for function and not for “pretty”. This set is too delicate for him to purchase.
